After the daughter of a Chinese diplomat is kidnapped police inspector Lee arrives from Hong Kong to find the missing girl but is partnered with fast-talking wildcard detective James Carter by the FBI so that lee doesn't interfere with the FBI 's own investigation into the kidnapping.
